CITY COUNCIL MINUTES
TUESDAY, MARCH 2, 2004
7:00 P.M.

The Prattville City Council met in regular session on Tuesday, March 2, 2004 at 7:00 p.m. in the Council Chambers at City Hall. Roll was called and Councilmen Carter and Miller were recorded as being absent. After the Pledge of Allegiance to the American Flag, Councilman Wood gave the invocation.

APPROVAL OF MINUTES: February 17, 2004. Councilman Macready made the motion to approve the minutes and Councilman Renegar seconded the motion. The minutes were approved (5-0).

COMMENTS FROM PERSONS PRESENT:

Dale Gothard, 108 Dale Drive, Prattville, Al 36066, appeared before the Council with a safety concern regarding the turn lanes located at Highway 82 and Cobbs Ford Road. Mr. Gothard stated that since the paint marking the lanes had faded, it would be helpful to drivers if the turn lanes could be enhanced with a fresh coat of paint. Mr. Gothard also commented on the beauty of downtown due to the completion of Phase I of the revitalization project.

MAYOR’S REPORT:

Mayor Byard thanked those who attended the meeting at Stanley-Jensen Stadium last week regarding design suggestions. He stated that Goodwyn, Mills and Cawood would present estimates for construction at a later date.

The Mayor reminded those in attendance of the following important dates: March 6-10, 2004, city officials will be in Washington, D.C. for the annual National League of Cities Conference; March 11, 2004 from 12:00 noon until 6:30 p.m. is the City Memorial Blood Drive in memory of Police Officer Clint Walker; April 9, 2004 is the deadline for the Department of Justice to notify the City of clearance regarding the recent redistricting; and July 6, 2004 is the date that the Mayor will give notice of the municipal election.

COUNCIL REPORTS:

Councilman Argo recognized students from Suzannah Cleveland’s Government Class who were in attendance.

AGENDA ITEMS

1. RESOLUTION: TO GRANT A RESTAURANT RETAIL LIQUOR LICENSE TO FIDEL VASQUEZ, D/B/A EL TORITO, LLC (RESOLUTION BOOK 2004, PAGE 012).

Councilman Hall made a motion to adopt the Resolution and Councilman Macready seconded the motion. During discussion, Councilman Hall stated that the Public Safety Committee met regarding this application and agreed to its approval. The Resolution was adopted with the following vote:

AYES: WOOD, ARGO, RENEGAR, MACREADY, HALL 5
NAYS: NONE 0
ABSTAINED: NONE 0
ABSENT: NONE 0

2. RESOLUTION: TO AUTHORIZE ADVANCE TRAVEL FUNDS FOR NATIONAL LEAGUE OF CITIES CONGRESSIONAL CONFERENCE. (RESOLUTION BOOK 2004, PAGE 013).

Councilman Renegar made a motion to adopt the Resolution and Councilman Hall seconded the motion. During discussion, Councilman Argo reiterated the fact that when officials receive funds for travel, monies are accounted for when receipts are turned in upon official’s return.

3. RESOLUTION: TO ENDORSE NEA’S READ ACROSS AMERICA PROGRAM. (RESOLUTION BOOK 2004, PAGE 014).

Councilman Wood made a motion to adopt the Resolution and Councilman Renegar seconded the motion. There being no further discussion, the Resolution was adopted with the following vote:

AYES: WOOD, ARGO, RENEGAR, MACREADY, HALL 5
NAYS: NONE 0
ABSTAINED: NONE 0
ABSENT: NONE 0

CLOSING COMMENTS:

Councilman Wood invited everyone to the annual North Highland Park Community Fun Day, which is scheduled for Saturday, March 20, 2004.

Councilman Renegar expressed his appreciation to those who attended the Boys and Girls Club Banquet.

Councilman Macready expressed his appreciation to the public for the turn out at Overlook Memorial Park for the Arbor Day celebration.

In celebration of Dr. Seuss’ 100th birthday, Councilman Argo stated that it had been an honor for him to have the opportunity to read to students at the Prattville Elementary School.

ADJOURN:

There being no further business to come before the Council, Councilman Macready made the motion to adjourn and the motion was seconded. The meeting closed at 7:25 p.m.
