| CITY COUNCIL MINUTES The Prattville City Council met for the organizational meeting on Monday, October 4, 2004 at 10:00 a.m. in the Council Chambers at City Hall with City Attorney David McDowell presiding. Reverend Algie Morgan gave the invocation. OATH OF OFFICE
Lt. Governor Baxley stated that it was a privilege to have been asked to administer the Mayor’s Oath of Office. Mayor Byard thanked her for her willingness to serve in this capacity. Mayor Byard expressed his appreciation to his family, his fiancée Beverly Allen, his friends and city employees for their support. He also recognized other dignitaries in the audience. The Mayor spoke of the positive direction in which the City is growing and of the many projects that are currently in the works as well as those that were successfully completed during the last four years. He congratulated Councilmembers Bill Gillespie and Nathan Fank for their recent elections to the City Council and stated that he looked forward to working with them in the future.
ELECTION OF COUNCIL PRESIDENT: Councilman Renegar nominated Councilman Argo to serve as Council President. Councilman Wood seconded the motion. There being no additional nominations, the vote was called and the motion passed (7-0). ELECTION OF COUNCIL PRESIDENT PRO-TEMPORE: Councilman Macready nominated Councilman Miller to serve as Council President Pro-Tempore. Councilman Fank seconded the motion. There being no additional nominations, the vote was called and the motion passed (7-0). AGENDA ITEM 1. RESOLUTION: TO PROVIDE PROCEDURE AND CRITERIAS FOR THE ESTABLISHMENT OF COUNCIL MEETINGS, AGENDA AND AGENDA PACKET. (RESOLUTION BOOK 2004, PAGE 080). Councilman Miller introduced the Resolution and made the motion to adopt it. Councilman Renegar seconded the motion. There being no discussion, the vote to adopt the Resolution was called and the results were as follows:
Councilman Gillespie thanked his wife, Stephanie, and members of his family for their support and encouragement during his campaign. He also congratulated Mayor Byard on his wedding engagement. Councilman Wood thanked God, his wife, and his family for their support over the last 16 years as he has served the City of Prattville on the City Council. He also congratulated Councilmen Gillespie and Fank on their recent elections. Council President Pro-Tempore Miller expressed his gratitude to his wife Linda, for always being there for him and for standing by his side. He further thanked Ms. Ivie for the opportunity of having her swear him in. Councilman Miller also congratulated Mayor Byard and Ms. Allen on their engagement. Councilman Renegar congratulated Councilman Argo on his election as President of the City Council and Councilman Miller on his election as Council President Pro-Tempore. He thanked his wife, Carla, for serving as his campaign chairman and gave credit for his success to Mrs. Renegar and his daughter, Lisa. Councilman Macready stated he was thankful to have been re-elected. He thanked his family for their attendance at the ceremony and stated his appreciation for his niece, Hallie Leavell, who swore him in this morning. Councilman Fank credited his wife Darrue, and daughters Isabella and Meri Margaret, for their constant encouragement which resulted in his election to the City Council. He further stated that he looks forward to serving a four- year term. Council President Argo stated that it was a privilege to serve on the City Council. He thanked his wife Paula, his children Kassi and Joshua, and his mother-in-law Mrs. Kathryn Golson, for their support. He recognized several dignitaries who were present for the Swearing-In Ceremony and thanked them for their attendance. He also congratulated Mayor Byard on the announcement of his engagement. BENEDICTION: Reverend Larry Burke gave the benediction. ADJOURNMENT: There being no further business to come before the Council, Councilman Macready made the motion to adjourn and the motion was seconded. The meeting closed at 11:00 a.m. APPROVED:
