EMERGENCY SESSION
THURSDAY, MARCH 31, 2005
8:00 A.M.

The Prattville City Council met in Emergency Session on Thursday, March 31st in the Council Chambers at City Hall. Roll was called and Councilmen Wood and Miller were recorded as being absent.

MAYOR’S REPORT:

Mayor Byard briefed everyone on the status of the collapse of a portion of Cobbs Ford Road over night. The Mayor stated that a Police Officer on routine patrol discovered the condition of the road between 12:30 and 1:00 a.m. and immediately reported the incident. Additional public safety and public works officials remained on the scene throughout the night.
Mayor Byard stated that necessary contacts were being made to assess the damage. He further stated that City Engineer Robby Anderson figured preliminary estimates for repair to be approximately $360,000.00.

COUNCIL REPORTS:

Councilman Argo stated that an emergency meeting of the Council was necessary to authorize spending because funding for such an event was not included in the 2004-2005 budget.

Ordinance Book 2000, Page 012 “To Set Council Procedures,” specifies in Section 22, that all ordinances, resolutions, or proposals submitted to the Council which require the expenditure of money shall lie over until the next meeting; provided further, that this rule shall not apply to the current expenses of, or contracts previously made with, or regular salaries of officers, or wages of employees. Therefore, it is necessary to suspend the rules on agenda item number 1.

AGENDA ITEM

1. RESOLUTION: TO AUTHORIZE EMERGENCY SPENDING FOR COLLAPSE OF PORTION OF COBBS FORD ROAD. (RESOLUTION BOOK 2005, PAGE 042).

Councilman Fank introduced the Resolution and made a motion to adopt it. Councilman Macready seconded the motion. Councilman Macready made a motion to suspend the rules and Councilman Fank seconded the motion. All were in favor of suspending the rules (5-0). There being no further discussion, the vote was called and the Resolution was adopted with the following results:

AYES: GILLESPIE, ARGO, RENEGAR, MACREADY, FANK

ABSTAINED: NONE 0
ABSENT: NONE 0

ADJOURN:

There being no further business to come before the Council, Councilman Macready made the motion to adjourn and Councilman Fank seconded the motion. The meeting closed at 8:10 a.m.
