| PRATTVILLE CITY COUNCIL CALL TO ORDER: The Prattville City Council met in public hearing on Tuesday, December 5th at 6:00 p.m. in the Council Chambers at City Hall. Council President Pro Tempore Miller called the meeting to order. Roll was called and Councilmen Wood, Renegar and Fank, and Council President Argo were recorded as being absent. City Prosecutor Joy Booth represented City Attorney David McDowell in his absence. AGENDA 1. RESOLUTION: REQUEST TO REZONE PROPERTY LOCATED AT THE SOUTH INDUSTRIAL PARK OFF OF COUNTY ROAD 4 FROM FAR TO M- 2. Sam Clemmons appeared as representative of the Prattville Planning Department to state that this property was annexed into the city in June and now the City is asking that the property be rezoned. Mayor Byard, 227 South Washington Street, Prattville, AL 36067, appeared before the Council to remind them that the City requested the annexation and subsequent rezoning. No one appeared in opposition to the Resolution. 2. RESOLUTION: REQUEST TO REZONE PROPERTY LOCATED OFF HIGHWAY 82 WEST OF HIGHWAY 14 INTERSECTION FROM R-1 TO R-2, R-5, B-1, AND B-2. Sam Clemmons appeared as representative of the Prattville Planning Department to state that this rezoning is a continuation of the Hearthstone subdivision. No one appeared in favor of the Resolution. No one appeared in opposition to the Resolution. 3. RESOLUTION: TO GRANT A RETAIL BEER AND WINE, ON-PREMISE ONLY LICENSE TO WILLIAM L. HASLEY AND DOUGLAS P. THEALL, D/B/A PRATTVILLE CIGAR COMPANY, LLC. Mr. William L. Hasley, 811 Mountain Lake Court, Prattville, AL 36067, appeared before the Council in favor of the license application. He stated that he and his business partner are not looking to operate a lounge type business. He further stated that he has a mature customer base with the average age being 45 years old. He also said that they are located in the Pratt’s Mill Shopping Center. Councilman Macready stated that the Public Safety Committee has reviewed this license application and everything appears to be in order. Council President Pro Tempore Miller asked Ms. Coker how long her business has been located in Pratt’s Mill Shopping Center and she stated that she has been there since 2004. Diane DeLoach, 1267 Tallant Drive, Prattville, AL 36067, owner of Feather on the Wind, appeared before the Council in opposition to the license application. She stated her concern for herself as well as her clients. She stated that she had been located there for 3 1⁄2 years. 4. RESOLUTION: TO DECLARE VARIOUS WEEDED LOTS TO BE A PUBLIC NUISANCE AND ORDERING THEIR ABATEMENT PER TITLE 11, CHAPTER 67 OF THE CODE OF ALABAMA, 1975, AS AMENDED. Code Enforcement Officer Carl Wilson of the Planning Department was available for questions regarding the Resolution. No one appeared in favor of the Resolution. No one appeared in opposition to the Resolution. ADJOURN: There being no further business to come before the Council, Councilman Gillespie made a motion to adjourn and Councilman Macready seconded the motion.
