PUBLIC HEARING MINUTES
TUESDAY, JANUARY 2, 2007

CALL TO ORDER: The Prattville City Council met in public hearing on Tuesday, January 2nd at 6:00 p.m. in the Council Chambers at City Hall. Council President Dean Argo called the meeting to order. Roll was called and Councilman Wood was recorded as being absent.

AGENDA

1. ORDINANCE: REQUEST TO REZONE PROPERTY LOCATED AT 2251 COBBS FORD ROAD FROM FAR TO R-4.

Tommy Gilmore, 1424 Upper Kingston Road, Prattville, AL 36067, appeared before the Council in support of the rezoning request. Mr. Gilmore is the Developer of the property and explained that this property adjoins property with existing apartments.

Councilman Gillespie questioned Mr. Gilmore as to the need for additional apartments and Mr. Gilmore stated that all 90 units on the adjoining property are occupied and construction was complete just nine months ago.

Councilman Miller questioned City Planner Joel Duke about the connectivity access for this property. Mr. Duke stated that the Planning Commission recommends the rezoning. He further stated that the Planning Commission will have to see a proposal for two access connections when the apartments are presented for development.

Councilman Renegar questioned Mr. Duke if a developer is required to present the type of apartments he intends to build when a sketch plan is presented to the Planning Commission. Mr. Duke stated that the City Ordinance does not require that information at the approval process.

No one appeared before the Council in opposition of the rezoning request.

2. ORDINANCE: REQUEST TO REZONE PROPERTY LOCATED OFF OLD RIDGE ROAD FROM FAR TO R-2 AND R-4.

Mr. Joe Turner, 511 Mossy Oak Ridge, Prattville, AL 36066, Prattville, AL 36066, appeared before the Council as the Developer in support of the rezoning request.

Councilman Gillespie questioned Mr. Turner if there were going to be any green spaces left on the property. Mr. Turner stated that there were plans to preserve as many trees as possible during construction. City Planner Joel Duke stated that the green space would not be organized space for a park but would be suitable for a trail or buffer and could serve as a sort of water management for storm water.

Councilman Gillespie stated that he had been contacted by certain residents who were concerned that apartments would lower the value of their homes. Mr. Turner stated that that would only happen if the apartments weren’t handled properly. He further stated that the plans are to build apartments similar to Highland Lake Apartments where 1 and 2 bedroom apartments will rent for $800.00-$1,000.00 per month.
Mr. Turner stated the initial plans are to build between 120 and 130 homes and approximately 250 apartments. Councilman Miller questioned Mr. Turner if it would be more economically viable for this property to be zoned residential. Mr. Turner stated that it would not be. He further stated that to be management efficient there should be between 200-225 apartments. Councilman Miller also questioned if there was any other configuration that could include 20 acres, specifically, locating the apartments further west and away from Old Ridge Road. Mr. Turner stated there was not.

Councilman Renegar stated that he had been contacted by certain residents who were concerned about the number of additional cars per household and the increase in traffic should apartments be built on the property. Mr. Turner stated that he has spoken with City Planner Joel Duke and City Engineer Robby Anderson regarding the addition of a turn lane at the entrance of the subdivision.

Council President Argo stated that he had received several phone calls and emails from constituents who shared concerns about the apartments being Section 8 Housing. Mr. Turner stated that he guarantees that will not happen. Council President Argo further stated that the Old Ridge Road area is prime for development and that at some point the Developers will also have to take responsibilities in helping with road improvements.

ADJOURN:

There being no further business to come before the Council, Councilman Gillespie made a motion to adjourn and Councilman Macready seconded the motion. The meeting closed at 7:00 p.m.
