| PRATTVILLE CITY COUNCIL CALL TO ORDER: The Prattville City Council met in public hearing on Tuesday, May 1st at 6:00 p.m. in the Council Chambers at City Hall. Council President Argo called the meeting to order. Roll was called and Councilmen Wood and Renegar were recorded as being absent. AGENDA 1. RESOLUTION: TO GRANT A LOUNGE, CLASS II PACKAGE STORE LICENSE FOR SUNBELT CPA, LLC, D/B/A COURTYARD MARRIOTT. Mr. Phillip Barrocas, 1304 Wales Avenue, Birmingham, AL, representative of Courtyard Marriott appeared in favor of the Resolution. He urged Council support for their request and stated that they wanted to be able to offer this as a service to their customers. Councilman Miller commended Mr. Barrocas for Courtyard Marriott’s corporate decision to go non-smoking. 2. ORDINANCE: TO REZONE PROPERTY LOCATED AT THE INTERSECTION OF WASHINGTON FERRY ROAD AND MCGRIFF STREET FROM R-2 TO R-5. No one appeared in favor of the rezoning request. Mr. Gene Brown, 123 Lee Circle, Prattville, AL 36067, appeared before the Council with concerns regarding the absence of proper signage being posted at the site of the proposed rezoning and the increase in traffic if this property is rezoned. City Planner Joel Duke stated that the Walthall family presented a sketch plan to the Planning Commission and it was approved for patio/garden homes. Councilman Macready questioned if green space would be provided. Mr. Duke stated that there are retention and detention ponds on this property that the family would like to give the City for maintenance. He further stated that if the City would consider providing additional funds, it may be possible to obtain an additional portion of property to make for green space in the area. Councilman Gillespie inquired about current drainage issues in this area. Mr. Duke stated that the property drains but not very fast. He further stated that he is working with the Walthall family to rectify drainage issues before this rezoning request reaches the preliminary plat. He also agreed with Councilman Gillespie that green space is important to provide a playground area for neighborhood children. Councilman Gillespie stated that in the future he would prefer that additional information be provided by the Planning Commission prior to submission to the Council. Councilman Renegar arrived at 6:22 p.m. Councilman Fank questioned Mr. Duke as to whether or not the Council has the option to send this request back to the Planning Commission to request more concrete information before making the decision to change the zoning. Mr. Duke reminded the Council that the City’s current ordinance does not require the Planning Commission to provide the Council with some of the information it has inquired about at this meeting. He further cautioned the Council about the fair housing issues and reminded them that housing is determined by developers. Council President Argo asked Mr. Duke if the patio/garden homes will have a rear entry like the homes on Sheila Boulevard. Mr. Duke stated that the Planning Commission will most likely request a rear entrance. In the event this property is rezoned, Council President Argo questioned Mr. Duke about the possibility of additional drainage problems this may cause for one particular resident who lives on Yaupon Drive. Mr. Duke stated that none of the drainage would go toward Yaupon Drive. ADJOURN: There being no further business to come before the Council, Councilman Macready made a motion to adjourn and Councilman Fank seconded the motion. The meeting closed at 6:35 p.m. APPROVED:
