CITY COUNCIL MINUTES
TUESDAY, MARCH 4, 2008
7:00 P.M.

The Prattville City Council met in regular session on Tuesday, March 4, 2008 at 7:00 p.m. in the Council Chambers at City Hall. Roll was called and all were recorded as being present. After the Pledge of Allegiance to the American Flag, Councilman Renegar gave the invocation.

THE CHARACTER TRAIT OF THE MONTH IS COMPASSION: Investing whatever is necessary to heal the hurts of others.

APPROVAL OF MINUTES: Special Session February 17, City Council meeting February 19, Work Session February 25, 2008. Councilman Renegar made the motion to approve the minutes and Councilman Macready seconded the motion. The minutes were approved (7-0).

COMMENTS FROM PERSONS PRESENT:

Council President Argo recognized James Duke, a 3rd grader from Daniel Pratt Elementary School who was in attendance and the Youth Leaders in Training from the City of Prattville consisting of 7th through 11th graders.

Bob Lee, 112 Quail Run, Prattville, AL 36067 expressed his appreciation for the City leadership, city employees, and volunteers for their cleanup efforts following the tornado on February 17th. He commended Council President Argo’s recent article in the newspaper regarding the public use of tobacco. He also asked that if and when traffic cameras are implemented that they also be used to prosecute drivers who litter.

Vince Jones, 1134 Perrydale Loop, Prattville, AL 36067, directs the Summer Slam Basketball program. He reported the past two years have been successful and asked for the City’s continued support and sponsorship. Their goal is to purchase an outdoor time clock and scoring system which will cost around $500.00 and 36 jerseys for the final playoffs which will cost around $630.00.

Sandy Curry, 304 Pason Road, Deatsville, AL, expressed her enthusiasm as the Director of Sales at the Prattville Marriott Courtyard. Her position allows her to sell Prattville’s community, downtown history, and retail.

MAYORS REPORT:

Mayor Byard recognized Mr. Dexter Emmanuel who is a former Prattville Police Sergeant and is now an Alabama State Trooper and his wife Camille who is a Prattville Police Officer. Their daughter is in the Youth Leaders in Training.

Mayor Byard introduced Lonna & Will Belucci and Rachel Scheffel who presented the City with a vessel handmade by them. The vessel was made from a water oak that stood at Stanley Jensen stadium for a number of years until it was damaged by lightning and had to be cut down.

Mayor Byard recognized Mr. Larry Davis and Mr. Ryan Welty from the Autauga County Emergency Management Agency.

Mayor Byard gave a detailed tornado update including the total cubic yards of debris taken to the landfill to date at 26,000 cubic yards. Montgomery Kiwanis donated $5000.00 to the Prattville Fire Department for a new Fire Safety House which was destroyed by the tornado.

The Mayor asked for Council approval on all four agenda items.

COUNCIL REPORTS:

Councilman Gillespie expressed his appreciation that all four Resolutions were spending funds within the City of Prattville keeping funds locally.

Council President Argo reported that the Finance Committee met on Monday, March 3rd and it was unanimously in favor of each purchase.

AGENDA

1. RESOLUTION: TO PURCHASE FOUR POLICE CRUISERS OFF OF STATE CONTRACT. (RESOLUTION BOOK 2008, PAGE 011)

Councilman Macready introduced the Resolution and made a motion to adopt it. Councilman Gillespie seconded the motion. Expenditures that are not budgeted require a suspension of the rules to take immediate action on. Councilman Fank made the motion to suspend the rules, and Councilman Macready seconded the motion. The rules were suspended (7-0). There being no discussion, the Resolution was adopted with the following results:

AYES: GILLESPIE, WOOD, MILLER, ARGO, RENEGAR, MACREADY, FANK 7
NAYS: NONE 0
ABSTAINED: NONE 0
ABSENT: NONE 0

2. RESOLUTION: TO AFFIRM THE EMERGENCY PURCHASE OF FOUR 2008 CROWN VICTORIA POLICE CRUISERS FROM GILMORE FORD. (RESOLUTION BOOK 2008, PAGE 012)

Councilman Gillespie introduced the Resolution and made a motion to adopt it. Councilman Renegar seconded the motion. There being no discussion, the Resolution was adopted with the following results:

AYES: GILLESPIE, WOOD, MILLER, ARGO, RENEGAR, MACREADY, FANK 7
NAYS: NONE 0
ABSTAINED: NONE 0
ABSENT: NONE 0

3. RESOLUTION: TO AWARD BID NO. 08-002 TO PIERCE ROOFING TO REPLACE THE ROOF AT CITY HALL AND THE CITY HALL ANNEX. (RESOLUTION BOOK 2008, PAGE 013)

Councilman Fank introduced the Resolution and made a motion to adopt it. Councilman Gillespie seconded the motion. There being no discussion, the Resolution was adopted with the following results:

AYES: GILLESPIE, WOOD, MILLER, ARGO, RENEGAR, MACREADY, FANK 7
NAYS: NONE 0
ABSTAINED: NONE 0
ABSENT: NONE 0

4. RESOLUTION: TO AWARD BID NO. 07-025 TO LARRY PUCKETT CHEVROLET, INC. FOR THE PURCHASE OF ONE 2008 CHEVROLET SILVERADO 3500HD CHASSIS FOR THE FIRE DEPARTMENT. (RESOLUTION BOOK 2008, PAGE 014)

Councilman Miller introduced the Resolution and made a motion to adopt it. Councilman Fank seconded the motion. Expenditures that are not budgeted require a suspension of the rules to take immediate action on. Councilman Gillespie made the motion to suspend the rules, and Councilman Fank seconded the motion. The rules were suspended (7-0). There being no discussion, the Resolution was adopted with the following results:

CLOSING COMMENTS:

Councilman Wood thanked the sponsors for the annual Boys & Girls Club Banquet and invited everyone to attend Thursday at 6:30. Former Prattville High School and University of Alabama standout, current Kansas City Chief, Roman Harper will be the honored guest. The cost is $25.00. March 29th is the annual North Highland Park Fun Day.

Council President Argo stated to those present that the public hearing held at 6:00 p.m. this evening regarding the property at 1159 Old Highway 31 owned by Carrie L. Thaggard to request a 45 day extension would appear on the next Council agenda.

ADJOURN:

There being no further business to come before the Council, Councilman Macready made a motion to adjourn and the motion was seconded by Councilman Fank. The meeting adjourned at 7:40 p.m.
