| CITY COUNCIL MINUTES The Prattville City Council met for the organizational meeting on Monday, November 3, 2008 at 10:00 a.m. in the Council Chambers at City Hall with City Clerk Gina P. Smith presiding. Father Scott Arnold gave the invocation. OATH OF OFFICE
Mayor Byard thanked Ms. Ivey for administering his Oath of Office. He further thanked his wife Beverly and other members of his family for their continued support. The Mayor also recognized dignitaries who were in attendance. Mayor Byard credited his grandfather Herod Mann for giving him sound advice to live and work by. He spoke of the progressive way in which our city continues to grow. The Mayor expressed his appreciation to city employees and council members for working together to move our city forward. Mayor Byard congratulated each member of the Council for their years of service on the City Council. He further congratulated Councilman Boles on his recent election to the Council.
ELECTION OF COUNCIL PRESIDENT: Councilman Renegar nominated Councilman Argo to serve as Council President and Councilman Miller seconded the motion. There being no discussion, Councilman Argo was elected Council President with a roll call vote:
The remainder of the meeting was turned over to Council President Argo. ELECTION OF COUNCIL PRESIDENT PRO-TEMPORE: Councilman Fank made the motion to nominate Councilman Miller as Council President Pro-Tempore and Councilman Gillespie seconded the motion. There being no discussion, Councilman Miller was elected Council President Pro-Tempore with a roll call vote:
AGENDA ITEM 1. RESOLUTION: TO PROVIDE PROCEDURE AND CRITERIA FOR THE ESTABLISHMENT OF COUNCIL MEETINGS, AGENDA PACKET. (RESOLUTION BOOK 2008-A, PAGE 049). Councilman Miller made a motion to adopt the Resolution and Councilman Renegar seconded the motion. There being no discussion, Councilman Renegar called for the question and the Resolution was adopted with the following vote:
2. ORDINANCE: TO SET COUNCIL PROCEDURES: (ORDINANCE BOOK 2008, PAGE 019). Councilman Renegar made a motion to adopt the Ordinance and Councilman Fank seconded the motion. Because Ordinances are generally held for 2 weeks it is necessary for the council rules to be suspended if immediate action is to be taken. Councilman Renegar made a motion to suspend the rules and Councilman Gillespie seconded the motion. The rules were suspended (7-0). There being no discussion, the Ordinance was adopted with the following vote:
COUNCIL REMARKS: Councilman Gillespie thanked his wife Stephanie and members of his family for their continued support during the last 4 years and also during the campaign. Councilman Wood expressed his appreciation to his wife Martha and other family members for their support during his 20 years of service on the Council. He further thanked Senator Mitchell for the opportunity of having him swear him in. Councilman Miller spoke of the importance of family and thanked his wife Linda for standing by his side. Councilman Miller said that he has enjoyed his 8 years of service on the City Council and is looking forward to the next 4 years. Councilman Renegar thanked his wife Carla for her support during his campaign and through his 12 years of service to the City of Prattville on the Council. Councilman Boles thanked his wife Angie, his family and friends for their help and support during the campaign season. He stated that he is looking forward to working with the Mayor and other members of the Council and to serving the citizens of Prattville. Councilman Fank expressed his thankfulness for Darrue, his wife of more than 20 years. He thanked other members of his family for their continued support during his campaign and during the last 4 years of his service on the City Council. Council President Argo stated that it has been a privilege to serve on the City Council. He thanked his wife Paula, his children Kassi and Joshua and his mother-in-law Mrs. Kathryn Golson, for their support. CLOSING: Council President Argo thanked Councilman Wood’s sister Marietta Davis for providing a rose for each councilmember’s wife this morning. He also thanked everyone for attending the Swearing-In Ceremony and invited them to stay for the reception, which is hosted by the Prattville Area Chamber of Commerce. BENEDICTION: Reverend Algie Morgan gave the benediction. ADJOURNMENT: There being no further business to come before the Council, Councilman Renegar made the motion to adjourn and Councilman Fank seconded the motion. The meeting closed at 11:15 p.m. APPROVED:
