Ordinance 13-123 Disposal of Household Garbage and Residential Trash

Containers required for disposal of rubbish and garbage; private commercial removal; closed bags to be maintained; placing at curb.
(a) It shall be the duty of every person in possession, charge or control of any premises where rubbish of other nonputrescible waste is created or accumulated to, at all times, keep or cause to be kept a sufficient number of approved bags or commercial containers for deposit therein of rubbish to prevent the spreading or scattering of such rubbish upon premises.
(b) It shall be the duty of every person in possession, charge or control of any premises where garbage is created or accumulated, and in case of multiple dwellings or multiple business occupancy, the owner of such premises, to at all times keep or cause to be kept a sufficient number of approved garbage bags or commercial containers for the deposit of garbage to prevent the spreading or scattering of such garbage upon premises.
(c) Containers meeting the requirements and specifications as indicated in subsection (a) of this section and other containers larger than six (6) cubic yards in capacity, conforming to the specifications as approved by the superintendent of the sanitation department, may be serviced by private contractors having solid waste disposal permits to render such services to commercial establishments.
(d) Residents are not to place garbage bags for pickup at any time other than the day scheduled for pickup at the residence and to place bags on the curb by 7:00 a.m. This section does not apply to holidays as designated. Routes and schedules as set by this article shall be maintained and made public by the clerk.
